The Houston Airport System (HAS) has recognized a pressing need for the expansion of infrastructure at George Bush Intercontinental Airport (IAH) to efficiently manage the growing demands of aircraft, passengers, and cargo traveling to and from both domestic and international destinations. This expansion project, known as the FIS Renovation and Expansion, is an integral component of the Houston Airport System's IAH Terminal Redevelopment Program (ITRP). It aligns with the strategic growth plans of airlines operating in Houston and places a strong emphasis on both constructability and enhancing the passenger experience.

One of the key challenges of this endeavor is to ensure the seamless operation of passenger services throughout the construction process. To achieve this, the project has been meticulously designed to progress in multiple phases. This phased approach allows for the continued provision of passenger services within the existing FIS Building while concurrently isolating, decommissioning, and renovating various sections of the existing FIS area.

In collaboration with HOK, RDLR Architects plays a pivotal role in this project, responsible for orchestrating the enabling packages that facilitate the expansion and renovation of the FIS terminal. These enabling packages encompass a spectrum of critical tasks, including the refurbishment of United Airline project management offices, reconfiguration of utilities and roadways, implementation of measures to ensure the smooth flow of passenger curbside loading during construction, expansion of the C-Garage, rerouting of the baggage handling system, construction of a new baggage handling enclosure building, and site work for a communications building.
