Harris County Breaks Ground on New Sheriff’s Office & Community Center: A Transformative Hub for Public Safety and Community Engagement

 

RDLR Architects is proud to celebrate the groundbreaking of the new Harris County Sheriff’s Office & Community Center, a forward-thinking civic campus that redefines how public safety and community engagement coexist.

Located on an 11-acre site along Navigation Boulevard, this $157 million development integrates critical Sheriff’s Office operations with a welcoming community center designed to serve residents through education, entrepreneurship, and recreation. The new facility will consolidate several Harris County Sheriff’s Office divisions—including the Criminal Investigations Bureau, Property and Evidence, and Crime Scene Units—improving operational efficiency and accessibility to nearby courts and downtown Houston.

The campus includes three primary buildings:

  • Investigations Building (90,000 SF) for investigative officers and administrative functions

  • Property & Evidence Building (87,000 SF) featuring secure evidence storage and new CSI lab spaces

  • Community Center (12,000 SF) with a tech-equipped business center, teaching kitchen, commercial ghost kitchen, flexible conference rooms, and outdoor play and event spaces
    A 400-car parking garage provides convenient access for staff and visitors and supports nearby Buffalo Bayou improvements at Turkey Bend.

Designed by RDLR Architects, the campus embodies transparency, inclusion, and sustainability. The buildings’ simple tilt-up concrete shells are elevated by a colorful, woven screen element that connects indoor and outdoor spaces while providing shade, privacy, and a cohesive visual identity. Surrounding the buildings, a vibrant landscape features a central public plaza, tree-lined promenade, and areas for outdoor movies, food trucks, and family-friendly gatherings—transforming the site into a community destination year-round.

Importantly, the complex does not include detention facilities, emphasizing its community-first mission. By combining law enforcement operations with public amenities, the project seeks to strengthen trust, accessibility, and collaboration between residents and officers.

The new Harris County Sheriff’s Office & Community Center represents a modern vision for public safety—one rooted in openness, connection, and shared growth. Construction is now underway, with completion expected in 2027.
